The jail is the primary local holding point for people arrested by the sheriff's office, International Falls police, Minnesota State Patrol, and other agencies operating in the county.

The facility is a county jail, not a state prison. It holds adult pretrial detainees, locally sentenced inmates within state jail-class limits, probation-violation holds, and people held for other local agency reasons. The approved secure coed capacity is 30 beds. The same report calculates 80 percent operational capacity as 24 beds. The jail is small, and the best official local numbers are capacity and inspection figures rather than annual average daily population.

The June 18, 2026 roster count is only a public PDF snapshot, not an annual population measure. The approved and operational capacity numbers come from the DOC inspection material. The new jail project has been described as a 40-bed project in 20 cells, but the current roster and inspection data still need to be read as current-facility sources.

Koochiching County Jail Project

The current jail has been under replacement pressure because of age, design, and DOC compliance concerns. The county's new jail and law enforcement center FAQ says DOC decided in July 2021 to downgrade the jail from Class 3 to Class 2 effective January 2022. A Class 2 facility allows 90-day holding, while Class 3 and Class 4 facilities allow 365-day holding. Without a plan to address DOC concerns, the jail faced risk of a Class 1 downgrade, which would limit holding to 72 hours.

The county described the existing linear jail design as outdated and said windows, doors, booking space, medical areas, and program areas had aged beyond current needs. The 2024 DOC report noted significant age, extremely undersized booking, program, and medical areas, lack of active recreation space, and lack of private booking and medical-authority meeting space. The 2025 report allowed continued operation but listed corrective-action issues and noted the county was building a new facility expected to address physical-plant concerns.
